Mississippi is taking steps to update its child care regulations to comply with federal guidelines and prevent the loss of federal funding, according to officials. The effort comes as the state seeks to improve child safety, program quality, and administrative clarity, said Chad Allgood, director of Early Childhood Care and Development at the Mississippi Department of Human Services, during a public meeting Wednesday.
Two child care advisory councils, composed of providers, advocates, and state employees, agreed to develop new regulations over the next year. The councils will focus on aligning rules with federal requirements, with members dividing into smaller groups to draft policies within six months, Allgood said. The collaboration aims to support and strengthen the state’s child care system.
Mississippi paused previous regulatory efforts last year after providers pushed back against proposed rules from the Mississippi Department of Health that lacked their input. The councils typically address issues of affordability and licensure. Once drafted, the regulations will be open for public comment before finalization.
If the state fails to meet federal standards, it could lose its Child Care Development Fund, a federal block grant that funds much of the state’s voucher program for low-income families. The program has faced ongoing crisis conditions since pandemic-era funds expired, with thousands on waiting lists and multiple centers closing due to financial strain, Allgood explained.
While federal officials have shown leniency, Mississippi remains under pressure to comply. Allgood noted that the department has maintained open communication with federal agencies and emphasized the importance of clarifying operational procedures for providers, such as handling multiple employee absences. He also called for a review of the penalty system, criticizing the current cap of $500 for serious violations like negligence resulting in a child’s death.
