Chief Quaka spent time playing ball with children, handing out snacks and talking with families while on patrol, the department said.
There was no scheduled event, the department said. He was on routine patrol, saw an opportunity to stop and took the time to connect with people in the neighborhood.
The department said the encounter was spontaneous and praised Quaka’s actions as an example of community engagement.
