Mississippi governor vetoes bill on rural health funds oversight

Mississippi Gov. Tate Reeves vetoed a bill Thursday intended to strengthen oversight of federal funds allocated for rural health care. Reeves warned the legislation could jeopardize the state’s access to nearly $206 million in federal aid and risk losing up to $1 billion over five years, according to his veto message.

The bill would have required quarterly reports from agencies awarding grants, mandated a competitive procurement process for a statewide health information exchange, and prioritized funding for rural areas, the Delta, and underserved providers. It was a scaled-back version of earlier oversight legislation passed by the state Legislature.

Reeves expressed concern that additional oversight measures would slow down fund distribution and create unnecessary bureaucracy. He cited a message from Centers for Medicare and Medicaid Services Director Dr. Mehmet Oz, urging him to block legislation that could hinder timely spending. Reeves also argued that existing laws already provide transparency through the Public Records Act and procurement requirements.

The federal government awarded Mississippi nearly $206 million in December through the Rural Health Transformation Program, part of a $50 billion initiative supporting rural health care amid federal spending cuts. The funds are to be spent within two years, prompting concerns about the state’s ability to meet deadlines and ensure funds benefit rural communities, rather than urban areas.

Lawmakers have expressed frustration over limited involvement in the application and allocation process. During the pandemic, they previously moved to control federal stimulus funds, and discussions about oversight continue. Some lawmakers question the transparency of the program’s implementation, with reports of activities occurring behind closed doors.

Overall, the lack of clear federal guidance and the governor’s veto have added uncertainty to how Mississippi will manage and distribute its rural health funds in the coming months, amid ongoing legislative sessions and budget considerations.
