The House passed a 10-day extension of the nation’s spy powers in the early hours Friday after Republican holdouts rejected a last-minute proposal, lawmakers said.
The late-night deal would have extended the program for five years and added reforms and language intended to woo the holdouts, lawmakers said.
The short extension gives leaders time to negotiate next steps and to try to build support for a longer-term solution, lawmakers said.
Lawmakers described the rejection by GOP rebels as dramatic and said it came amid late-night negotiations. The vote set up further bargaining over how to proceed, lawmakers said.
