Lorenzo Salgado Araujo, 52, was shot and killed by Immigration and Customs Enforcement agents after they attempted to pull him over, according to the report.
The report identified him as a Mexican national who had worked in construction for more than three decades and was the father of three.
The incident occurred in Houston, the report said. Neighbors told the report they had begun seeing more ICE agents in the area before the shooting.
