White House report says China routed goods through more than 40 countries to avoid 2018 tariffs

A White House report released Thursday says China routed billions of dollars of goods through more than 40 countries to avoid U.S. tariffs imposed in 2018, costing the United States billions in lost revenue, the report said.

The report, titled “The Great Transshipment Scam,” identified more than 40 countries, ranging from Mexico to Israel, as being involved in efforts to disguise the origin of goods and evade tariffs, the White House said.

The White House said the transshipment practices involved routing shipments through third countries to mask their Chinese origin and bypass duties imposed during the Trump administration, according to the report.

The report attributed the lost tariff revenue and the scale of the routings to the practices it documented. The White House released the findings Thursday, saying the activity undermined the purpose of the 2018 tariff measures, the report said.
