Emergency services restored in Smith County treat over 3,200 patients in first year

Grant funds from the Health Resources and Services Administration helped restore emergency services to Smith County, Mississippi, after decades without such facilities. The funds also supported renovations at Covington County Hospital, which oversees the county-owned Smith County Emergency Hospital.

The hospital system used the first half of a $4 million grant to reopen the emergency department in Raleigh last year. The reopening marked the return of emergency care to the area, which had been without it for nearly 30 years. Since February 2025, the facility has seen 3,287 patients, according to David Culpepper, director of marketing and communications for Covington County Hospital.

Culpepper said the facility provides a critical service in a large, rural area with a population of about 14,000. Patients requiring extended care are transported to nearby hospitals, as the facility does not have long-term beds. The average patient stay is approximately 82 minutes. In its first year, 266 patients were transferred for higher-level care, and outpatient testing such as labs, radiology, and respiratory procedures have been performed more than 8,000 times.

The second half of the grant is funding renovations at Covington County Hospital, focusing on improving patient experience. This includes centralizing outpatient registration, installing energy-efficient windows, and adding two new porticos for weather protection at key entrances. Renovation work began in April and is expected to conclude within eight to 10 months. The project did not require a matching fund from the hospital system.

The reopening of the emergency department has significantly improved healthcare access in Smith County, Culpepper said, providing a vital resource for residents in the region.
