Congress fights over central U.S. surveillance tool

Congress is fighting over Section 702 of the Foreign Intelligence Surveillance Act, lawmakers and civil liberties advocates said.

They said Section 702 is responsible for a large share of intelligence collected by the U.S. and plays a central role in national security gathering.

Lawmakers and civil liberties advocates warned that the authority can enable warrantless spying on U.S. citizens, they said, raising concerns about privacy and oversight.

The dispute, those advocates added, centers on how the tool is used and how protections for Americans are enforced.
