EPA eases refrigerant regulations to address rising grocery costs

The Environmental Protection Agency announced Thursday it is relaxing federal rules that restrict the use of certain refrigerants in cooling equipment. The Trump administration said the move would help lower grocery prices and reduce costs for consumers, according to a statement from President Donald Trump at a White House event.

Trump claimed that the new EPA action would “substantially lower costs for consumers” by delaying restrictions on refrigerants known as hydrofluorocarbons, or HFCs. The regulation was part of the Biden administration’s efforts to curb greenhouse gases linked to climate change. The rollback is seen as a shift in approach ahead of the November elections, amid concerns about rising living costs.

Industry groups expressed caution about the move. The Air-Conditioning, Heating and Refrigeration Institute said delaying the phase-out could increase prices due to existing supply and demand issues. President Stephen Yurek noted that manufacturers have already retooled factories and certified new models based on the previous timeline, which now faces uncertainty.

The Trump administration’s action reverses a 2020 law signed during his term, known as the American Innovation and Manufacturing Act. That law aimed to accelerate the phase-out of HFCs and promote the use of less harmful refrigerants, aligning with international agreements like the Kigali Amendment. Supporters argued the law protected both the environment and jobs by fostering industry innovation.

Environmentalists criticized the rollback, warning it would increase climate pollution and disrupt industry efforts to transition to safer coolants. EPA Administrator Lee Zeldin said the Biden-era rules did not provide enough time for companies to adapt, leading to shortages and higher prices last year. The Food Industry Association, representing grocery stores, welcomed the change, citing the previous regulation’s tight deadlines.
